Can you see the desktop's library on the laptop? You should see something like this at the top left of the iTunes screen:

User uploaded file

where "This Computer" is the library on your laptop and the second entry is the library on your desktop (reflecting the name of the library there). The dropdown shown will only be available when Home Sharing is active and there is at least one other accessible library:

User uploaded file

The "house" icon indicates that sharing is available.

Music doesn't transfer automatically when Home Sharing is enabled - you need to have iTunes running on both machines and, obviously, both need to be connected to the same local area network. Once the connection is established you should be able to play media from the remote library, or copy it from one to the other so that it can be played even when the machines are not connected.
