i have dropped my Ipad and now it won't even turn on.

Contact Apple or take it in to an Apple Store or authorized repair center. If it will not even power up now, obviously you broke something significant when you dropped it. Do you have AppleCare+ on it? If so you can use one of your two accidental damage claims. Otherwise, you will need to pay the out of warranty service fee.
