iCloud Photo won't sync with devices

I have PhotoStream enabled on 6 devices, and everything syncs OK between them.. When I access iCloud online (https://www.icloud.com/) the photos are outdated and have not refreshed in over one month. When I add a photo manually it does not sync to my devices. So, how do I force iCloud to update from what is on my devices?

I figured it out. All I had to do was enable iCloud Photo Library on my devices (and of course buy more storage). Now it works.
