The ISO 8.3 has caused nothing but problems. Text messaging and calls are not working. I have to hard reboot my phone almost 4 times a day to get anything work. Phone was fine before I did this update and now nothing works.
How do I get rid of the 8.3 update?

You don't get rid of the iOS 8 .3 update. You can't downgrade iOS levels.
I doubt that iOS 8.3 has anything to do with your difficulties anyway since I have none of those problems using iOS 8.3 on my iPhone.
Try restoring to Factory Settings.mThis will reload the iOS software:
Restore: Connect your device to iTunes on your computer, backup, and then select Restore to Factory.
