Flash in complete darkness not working

have an iPhone 5s and i have a problem with the flash, when i make a photo in complete darkness with the flash on , its flashing before taking the photo and the photo is black, can i fix that somehow?

iPhone 5s, iOS 8.3, Gold 16gb

Don't take this as the definitive answer, but I think the flash doesn't work if the setting is HDR. Try and see if this is the problem.
