my iphone 5 keeps asking me activation required

I live in Michigan and went to Canada for the weekend at Windsor Casino.

While there, my iphone 5 stopped working and showed the following on the screen:

! Activation Required

I had to put in my icloud login and password to use my phone.

This has happened 6 times since returning to the states.

T-mobile replaced the SIM card, but it's still happening.

T-Mobile rep said I needed a new phone.

Not an option.

I've upgraded to the latest version and am waiting to see if it happens again.

I live in California and am current roaming in Canada.

While in Canada, I accepted the T-Mobile 19.1 Carrier Settings on my iPhone 6 (iOS 8.3) and since that time I've been getting the ! Activation Required

Needs Wifi to resolve, and happens in batches of 4-5 times within an hour and that happens 2-3 times per day.

I've not yet returned to the US.

I traveled to the U.S. east coast from the west and I had the same problem. It would go into activation required every 5-10 mins. I tried all the iCloud tricks and reset, restore, hard reset to bare phone and none of it worked. I think I finally figured out a workaround. I'm on Verizon and I turned off cellular data. I have access to wifi at the time so I used that for data. It worked for a few hours and then I had to go somewhere. I enabled cellular, but disabled LTE. Its been good so far and its been half a day now without activation required.

Try it out and let me know if this works for you too.
