Adding .ics file to iCal

My "get info" window on .ics files was showing Google Chrome as the app to open them. When I click from a web page or email to "add to my calendar" and then click on the .ics in my downloads folder, it takes me to the web page rather than adding it to my calendar. I changed the "open with" to Calendar and then also tried Calendar File Handler. Both apps at least launch iCal, but both apps say that it can't read the file and nothing was added to the calendar.

What app should be selected to open with? And any ideas why my events aren't adding to my calendar? This is a new issue for me within the last few months. Maybe since the latest update, but I can't say with any certainty.
