My iphone 5 is eligible for replacement program. I will be replaced with iphone 5 however iphone 5 is stopped in the market then why they are replacing with iphone 5 instead of next version iphone 5s

Because while retail versions of the iPhone 5 are no longer available service replacement units are still plentiful.

Because you are turning in an iPhone 5.
It is a replacement program, not a free upgrade program...
It sounds like you are under the impression that your phone will be replaced by a quality program. The only current quality programs are to fix batteries and the sleep/wake button. Neither of those entitle you to a phone replacement. It entitles you to a free out of warranty repair. If the repairs fail, then they will replace the phone but that is rare.
