This is my Feedback to Apple about the issue:

There is a problem with the Photo App when the iCloud Photo Library is checked in the preferences Pane:

This has consistently brought down my Internet connection causing the Globe Icon on the Airport Utility to be Orange instead of Green. The MacPro which is uploading is connected by LAN not WiFi. Users support pages reported issues with wifi.

Three visits from the ISP and replacing the cable modem 3 times and AE base station twice didn't solve the issue.

Turning on OS X (10.10.3) PHOTO APP connection to the iCloud Photo Library consistently reproduced the problem and turning it off resolved it. This is True for both my MacPro MacBookPro.

Photo library 22K photos, 307 video clips (89GB)

    iCloud plan=200 GB

Please validate and correct as soon as possible

Others have just had their cable modems get stuck.

Did see somewhere else on the web - that apple will disconnect a session if taking too long so be happy if thats what happened and that your internet software recognized it.

Your ICLOUD account data is encrypted - so large uploads may be getting bumped off because of that - or just waiting their turn.

If you are trying to synchronize a very large photo library the articles below give option on reducing the size of PHOTOS library along with other info.  You can have multiple PHOTOS libraries - only the designated system one is transferred to the cloud.

Photos uploading causes my internet to disconnect, therefore my photos can't get uploaded and in fact all when that happens I can't do a thing on the internet at all on any of my devices: iPhones, iPads, appleTVs, and 3 apple computers. And this happens instantly the moment Photos starts uploading. If you have read my posts it was by here chance and deductive reasoning that I stumbled on the reason the internet was disconnecting. Hours by multiple ISP technicians were spent for 6 days trying to trouble shoot this problem until I stumbled on it this afternoon. This is not about disconnecting from apple or encryption as you mentioned.

I think that I'm having the same issue.  Started with uploading photos yesterday and have had to restart my AirPort Extreme bunches of times ever since.  When I'm at work with my devices, my wife says the problem goes away.

Did your internet stay connected though? Were you able to access it while Photos was setup to connect to iCloud Photo? I ended up uploading my pictures manually, it is cumbersome but it works.

I've had it completely disconnect, but more commonly it stays connected with absolutely no traffic for any of my devices.  What do you mean by "manually"? Via iCloud.com?  If so, I have yet to upload even one photo successfully that way.  I will try again.

That is very much like what has happened to me. This is what I mean by MANUAL:

    1. Disconnect Photos app from iCloud

    2. Drag (or export) the photos you want to upload to the cloud into a folder on your computer.

    3. Log on to your iCloud account using Safari and and the iCloud Photos web app

    4. Click on the Upload tab, it will pint to your finder, select the  with the photos you want upload and then "Choose" the photos

    5. it will start uploading without straining your connection. I do about 100 photos at a time.

After you have Uploaded your photos. Reopen Photos again (using the option key) but this time with any empty Photos Library and set it as the "default system library" and reconnect it to iCloud. It will download/sync to your computer all the photos that you have uploaded, This time there should be no issues with internet connections. This cumbersome but it works for me.
