Icons enlarging to the point of rendering iPad2 useless

Accessibility settings are NOT enabled. Tried complete restore to factory settings and still have same problem. 2 icons take up the ENTIRE screen - I think the iPad is toast. It's an iPad2. When I have had crashes on other iPads in the past, I was always able to do a restore and have them work. This is different. How do you know when it's time to give up and replace?
