Deleting photos

I have a 16 GB iPad Mini. In the Photos & Camera setting, iCloud Photo Library is turned off, as is iCloud Photo Sharing (My Photo Stream remains on). When I launch the Photos app, it indicates I have no Photos or Videos after I deleted all that were downloaded from iCloud. However, when I check Usage>Manage Storage, it still shows Photos & Camera taking 917 MB, with 916 MB coming from Photo Library. Is there a way to regain that space? I freed up about 1.5 GB deleting all the photos, and I've decided on a 16GB iPad using iCloud Photo Library just takes up too much storage. I need to be able to put movies on it for cross-country plane flights, and I could run into some issues if I can't reclaim that other 917 MB.

Did yyou check the Recently Deleted album? When you delete photos from the Camera Roll they we moved to the Recently Deleted album where they will remain for 30 days to allow you to recover them. If you are sure that you no longer want those photos you can delete them a second time from the recently deleted album.

Yeah, it's empty. I was deleting a year of photos at a time, and then after that year would appear in Recently Deleted, I selected all and hit the trash icon.
