Can I wipe my Mini in order to sell it, but retain my MS Office 2011?
I want to sell my Mini, should I just reset back to the factory settings or is there value in retaining the MS Office 2011 and OS X Yosemite?

You should erase and put back to original OS. If you have a TM backup then you could transfer your programs like Office to your new Mac. when the time comes.
Both Office and Yosemite are registered and licensed to you, not to a perspective buyer.

What to do before selling or giving away your Mac
Apple says you can boot to Recovery and erase the HD and reinstall Mavericks via Recovery and sell the Mac with Mavericks. This should apply to Yosemite (the article does not reflect Yosemite) too since both Mavericks and Yosemite were free.
In any event if the Mac originally came with install disks those should be included in the sale
