are you familiar with hsselite.com

My apple 4s is being blocked by this site so I can not use safari. when I try to go to a new site, it brings up restricted.hsselite.com and asks me to upgrade.

I want to eliminate this site and feel it came from an app called Hot Spot but I an not sure of it. Any help would be appreciated

iPhone 4S, iOS 8.2

  • Turn on Airplane mode
  • Press HOME once; wait a couple of seconds, and double-press HOME
  • Scroll to Safari and flick the screen image up to kill the Safari app
  • Press HOME
  • Go to Settings/Safari, scroll down, and tap Clear History and Website Data
  • Press HOME
  • Reboot the phone by holding HOME and SLEEP at the same time until an Apple logo appears
  • Turn off Airplane mode
