I uploaded two photo libraries from two computers to iCloud. Wy can't I see the new combined library in iCloud? From one computer I only see the photos from that library. From the other computer I can see the names of the albums from the first, but no photos.

Not all items will upload to iCloud and be visible on the other Mac, see:

These items are available only on the Mac where you created them:
- Books, cards, and calendars
- Slideshows
- Keyword shortcuts
- Unused keywords
- Last imported album (this album contains photos you most recently imported on a specific Mac)
- Faces tiles and Faces data
Your photos or videos must be stored inside the Photos library to be accessible through iCloud Photo Library.
Thanks but I read this before and it appears to say I can see all the photos on both computers if I am logged in to the same account, which I am. The only loophole I see is the "Last imported album (this album contains photos you most recently imported on a specific Mac)" but most of these photos are year old.
I am still not getting the result I want. Could it be the size? Both libraries have 20,000- 40,000 photos.
