I preordered some music which will become available while I am traveling without my computer, where I store my iTunes content. I want to download this new music onto my iPod Classic during this time. Does anyone know if I can accomplish this from any Apple Store in Canada by logging into my Apple account and transferring the music to the iPod?

Yes; set the iPod to sync manually first. Note that you may encounter a 30 or 90-day waiting period before you can redownload previously purchased iTunes Store content.

Thanks Niel. I already manually sync my music and content. Do you know why there is a long waiting period?
So that people can't easily put content from several other people's Apple IDs on their computer. If desired, you can ask the iTunes Store staff if they'll reset the timer.
