os x utilities

I have no idea what happened to my macbook but when I switched it on yesterday, I got a pop up that says OS X Utilities at the top and it gives me four options to pick from;

1) restore from time machine back up

2) reinstall os x

3) get help online

4) disk utility

I have never seen this before and I don't understand what to do.

Have i lost everything?

Please help
