MacBook Pro (15-inch Mid 2010), OS X Yosemite (10.10.1), lives with iPad, eMate, PowerBooks 540c, 160 and a Newton 2000

Because in iPhoto's General preference pane it's set to open iPhoto when a camera is connected. To change that to Photos launch Image Capture with the iPhone connected and set Photos as the default app to open when the camera is connected:
