How to use harvard outline in Pages on iPad?
I have tried the standard tab and the shift+tab, but nothing seems to help with formatting an outline with the appropriate sub-levels.

Great question 🙂. Here's what worked.
Step 1: Create a Pages document on your Mac.
If you don't have a Mac, here's a link to an example iCloud Pages document (I'll keep this link active for as long as I can, but no guarantees!). If you open the link via iOS, you'll get an option to open it in the Pages app (instead of Safari).
Step 2: Open the iCloud Pages document on iOS, and go to the Lists section by tapping the paintbrush icon.
Step 3: You now have Harvard Listing enabled!!!
