ISO 8.3 verifying update problem

Yesterday I updated my ipad 2 too ISO 8.3, everything seemed to be going as normal with updates but for the past 24hrs the screen has been saying 'Verifying update' with the circular timer symbol going around.

Behind the Verifying Update logo i am still getting notifications but because it is still Verifying update you cannot do anything with ipad.

Any ideas as as the minute it is a very expensive paper weight!!
