How do I unlock my IPad Air for use in another country. I have a separate SIM card for the carrier in Costa Rica. I successfully use the cellular SIM card with AT&T in the US.
Ask the carrier it's locked to. Nobody else can remove that lock.

How do you know it is locked? Have you tried using different SIM card to find out if it's locked or not?
most places ipads are not sim locked
Yes. We inserted the SIM card of the carrier here in Costa Rica and it would not let us enter the PIN.
An AT&T iPad is not locked. Check with the carrier in Costa Rica and ask if that SIM is iPad compatible. Sounds like it isn't.
I'm still not convinced your iPad is locked. Borrow someone else's (iPad) nanoSIM card if you can. Test it with your iPad. If it works, contact your mobile network provider in Costa Rica.
