textedit - why is bold grayed out after selecting text?

I have some RTF files where both bold and italics are grayed out in TextEdit.

Seems to be the entire file. Doesn't seem to matter what test I select.

Other RTF files do not have this problem.

What happened to the files and how do I fix it?
