I tried all suggestions with no result. I'v drag dropped, drag to trash, click edit then delete, highlight delete, even turned cloud off and on. They go away for 30 seconds then come back.

DId you ever find out how to delete Favorites? I'm beginning to believe they are built into the browser. And no matter what preference file you delete, or file that you prune, they return. Someone please...prove me wrong.
Question is about deleting favorites
Have you try this:
Safari >> Preferences >> tab Search.
Uncheck Show favorites.
Restart Safari and now all favorites are gone and perhaps suggest some favorites again.
I did as suggested and show favorites was not checked.

ALL DIRECTIONS FOLLOWED, STILL UNABLE TO DELETE FAVORITES OR BOOKMARKS.
Have you tried control - click/Delete?
Thank you for the command click delete, still comes back.
