Photos not uploading to iCloud (PC) TRIED EVERYTHING

I have been trying on and off to get this to sync to my icloud on my PC from my iPhone. NOTHING works.

I have the latest version of icloud, I have updated my phone.. everything is turned on (i can login to icloud fine).

Pics sync every two weeks or so.. makes NO SENSE. I have deleted the temp folders in my user directory (Mediashare) and it only syncs every other week or so.. then stops working for another week and then syncs. They show up on my phone however.

I have tried from 3 different computers in the home, and even tried via the LTE network (off wifi) to see if it was a firewall issue. Same thing happens!

I have uninstalled icloud 10x renamed directories etc.
