I am having turning on bluetooth on my Macbook Pro. I also had a difficult time turning it off. I have rebooted before and after, but I am unable to turn Bluetooth back on.

I don't know what you want. Blue Tooth is configured using the Blue Tooth preferences panel of System Preferences.
Open System Preferences>Bluetooth;
Check the box.

You are in System preferences>Network, not Bluetooth. Look for this:
