What does the notification "Optimizing Your Mac" - "Performance may be affected until completed" mean?
iMac, OS X Yosemite (10.10.3), 21.5-inch, Late 2009
It means it is going to build some caches, index the drive with Spotlight, and maybe some other tasks. Because of all of that activity, you may notice some sluggishness for a while (maybe an hour). Click the Close button and continue using your Mac.

No, I'm not. I would imagine there isn't one unless it is on some tech website where someone has bothered to watch what it is doing.
