Q: I recently purchased an in app offer and I did not receive my item. Who should I contact to get this resolved?

I was buying card packs on Hearthstone and when I purchased the 7 packs for 9.99$ it charged me on my account but I didn't receive my item. I'm in the process of contacting the apple support but are they the people that I should be contacting for this situation or should I submit my complaint to Blizzard (the company that owns Hearthstone)?
