Remove versions from PDF files edited with preview

How do I remove "versions" from PDF files edited in Preview?

Here's what happens:

1. I duplicate the file I want to edit. File size for both is 1MB.

2. I open the copy.

3. I rearrange the pages into a different order.

4. I save the file.

5. I click the (hidden) arrow next to the file name, and select Restore Old Versions

6. On the old versions pile, I Alt-Click on the (hidden) arrow next to the file name and select delete all old versions.

7. I click on done. And close the file and Preview.

8. The file I edited is now 2MB.

WHY??? Changing the order of the pages should NOT double the size of the file. I'm absolutely sure the buggy stupid "versions" are saving an extra version with the file, although it says it is not.

I cannot get ANY assistance from support - they don't even acknowledge that it is a problem.

And, I DO NOT want to reduce the file size using the File Reduction option, because it also reduces the resolution to the point of illegibility.

I've been doing this FOR YEARS in Snow Leopard without any difficulty. Why on earth would Apple cause us this much trouble?

I can't even split the file in half for fear of it doubling again!

HELP?

MacBook Pro (15-inch Early 2008), Mac OS X (10.7.5)
