My son has been using my old iphone 4 as iPod, but screen really cracked. Looking to purchase used one off Amazon but they don't come with SIM card . Does that matter? Or can I just download old info from iCloud ?

An iPhone would have to have a SIM card and be activated, even if you only plan to use it as an iPod.

You might want to consider replacing your old iPhone 4 with an iPod touch, which is another iOS device that works with iCloud.
