Q: Is face time between Apple devices free if one person is in France and the other person is in the U.S.?

IS face time free between two persons if one person is in France and the other person is in the U.S.? One is on an iPad Mimi and the other an apple laptop or iPad.

powerPC G4, Mac OS X (10.4.6), 1.5 GB DDR SDRAM

It uses the internet. If either person has wi-fi it can be done on that, otherwise it will use cellular data count against one or both persons cellular data plan.
