my photo stream isnt dowloading/uploading to pc

bought a 500gb space for my mother icloud so i could upload her photos from ipad2 and iphone4 (both ios 8)
the photos from her phone are uploading slowing but steady
for her ipad i used a different approach as it never been updated
i transferred all photos to my pc and updated the ios

both devices are linked to icloud and working

on the ipad i can see all the photos that are at the icloud

for the iphone it seems that i have to wait until it finishes uploading before i can see any other photos i added to the icloud

now to the problem

to upload the pictures i moved to my pc i installed icloud for windows 4.0.2
after fighting with it for the past 2 days i decide to ask for help
photo sharing is working as i created a new album and added photos
icloud drive is also working although i had to search for the folder ( added files to the folder and it uploaded)

the thing that isnt working is my photo stream

a picture that i took with ipad was downloaded to my pc as it supposed to happen

but the pictures that were uploaded by the iphone didn't downloaded

and i tried to add photos to my photo stream folder and it didn't upload either

i already removed and reinstalled icloud for windows

changed firewall allowing icloud and icloud photos to go trough

added exceptions to my antivirus for the folder apple\internet services on both program files folders

pc is running windows 8.1 x64

i have program file and program file x86 folders

ps.

icloud.com is working although there are some pictures that i see on ipad that doesn't show in it

the upload feature is working but it only aloud me to upload 60 photos at a time

i need to upload over 2000 photos

it will be easier just to move those files to the my photo stream folder and let it upload them

i also need to download the other 6000 pictures from icloud.com to backup them on my pc

can someone help?
