It's a scam being generated by a website you visited.
Close safari, clear the cache and cookies.

I have similar problem on my IPAD air Ios 8.3 , the call free number is different 18005562901. Can apple fix the issue? Yes clearing the history and website data will fix the issue for a period of the time, but the problem is repating again and again. Thanks
