it's often easier to do using a computer and the usb cable and use itunes on the computer to do it
If you have an iPhone 4, not a 4s, you can download and install iOS 7.1.2, only. Go to Settings > General > Software Update (while connected to the internet via your computer or WiFi) and the iPhone should tell you what iOS update is available to you.
