After upgrading to OS X 10.9.5 (13F1077) Mac App Store does not work properly and just showing broken layout like this
Anyone know how to fix this?

Oops solution is to remove Verisign Certificate!!

I upgraded to El Capitan, and now have the same problem. I tried to delete the certificate 'VeriSign Class 3 Public Primary Certification Authority - G5' but the system does not allow to delete root system files. Please help!
The last update fixed the problem.
