Thanks for using Apple Support Communities. Based on what you stated, it sounds like you are missing some ringtones. It looks like you have already done some troubleshooting. I would recommend that you read this article, it may be able to help the issue.
Restore missing tones on your iPhone, iPad, or iPod touch running iOS 8.1.1 - Apple Support
Make sure that you have the latest version of iTunes, then follow the steps below.
- Connect your iPhone, iPad, or iPod touch to your computer.
- Locate your device.
- Under Settings, click Tones.
- Make sure that the box next to Sync Tones is checked.
- Click Sync to sync your tones back to your device.
