Are photos really only stored in once after migration to Photo Library?

I migrated iPhoto Library to Photo Library. Apple says the two libraries use the same photo image so the photos are not double stored. Space required for full backup drops by the size of the iPhoto Library if I exclude it from the Time Machine backup. Why, if the images are not stored in both libraries?

MacBook Air, OS X Yosemite (10.10.3)

Thanks Larry, but that does not resolve the issue for me - If I include both the new Photos Library and the iPhoto libraries in a Time Machine backup it takes159 GB for a full backup. If I exclude only the iPhoto Library it only requires 107 GB for a full backup. If the photos are only stored once, why does the required space drop when iPhoto Library is excluded?
