I migrated iPhoto Library to Photo Library. Apple says the two libraries use the same photo image so the photos are not double stored. Space required for full backup drops by the size of the iPhoto Library if I exclude it from the Time Machine backup. Why, if the images are not stored in both libraries?

Thanks Larry, but that does not resolve the issue for me - If I include both the new Photos Library and the iPhoto libraries in a Time Machine backup it takes159 GB for a full backup. If I exclude only the iPhoto Library it only requires 107 GB for a full backup. If the photos are only stored once, why does the required space drop when iPhoto Library is excluded?
Because they're hard-linked while on the internal drive, and Time Machine is backing them up as separate files.

Thanks Neil - that clears it up for me. Then is there any need to back up both libraries? I have two macs using one time capsule and it is getting full. To backup both libraries on both machines makes a big difference.

If you still need to use iPhoto, yes, but you can separately back its library up to a regular external drive instead of going through Time Machine; if you do so, the volume holding it needs to be formatted as Mac OS Extended. If you won't be using iPhoto again, no.
