Yes. To secure your iCloud account enable 2 Factor Authentication or 2 Step Verification. For the difference, see:

Warning: If you enable either of these you take full responsibility for managing your security. Apple cannot reset your account or recover your password.

If you back up to iCloud the backup is automatically encrypted. If you back up to your computer using iTunes there is a checkbox to encrypt the backup. If you chose this route be sure to write down and remember the password, because there is no way to recover it if you forget it.

Apple cannot get iCloud info, period. However, with a court order they can change your iCloud password and provide access to your backup and other stored data.

IF the phone has not been jailbroken AND has a lock screen passcode or passphrase defined AND has Find My iPhone enabled in Settings / Privacy / Location Services / System Services, the entire contents are encrypted and cannot be fished out of it. The FBI, NSA and other three-letter bad words HATE Apple cause it makes the devices practically unbreakable if the owner does not provide access.

So no, it does not have FileVault nor does it need that.

If you protect your iPhonem, install a passcode and create an iCloud account, then go to Settings > iCloud > Find My Phone and turn that ON, the iPhone is pretty hard to compromise unless you give people your passcode and Apple ID and password. Plus, you can login to your iCloud account from a computer or another iOS device that has the Find My Phone app installed, go to Find My Phone, highlight the iPhone and then you can send a signal to lock it or erase it. So there are multiple levels of protection available to you.

I was talking about how to disable the stolen iPhone by using either a computer to login to iCloud or the Find My Phone app that the user has installed on anothr iOS device - I have that on my iPad Air 2 so I can get to my iPhone when away from my computer.

It would have been a little better had the powers that be given the app a different name than the function in Settings > iCloud...I still stop and think which form of the name does each use?

The iPhone has a 'file vault' -like feature built in. The contents of the phone are hardware encrypted. There is no way to turn this feature off. It is so secure that the FBI has complained to Apple that they cannot extract information from a locked iPhone, and want Apple to weaken the security of the phone. Until iOS 8 Apple would decrypt an iPhone's contents under court order. They removed the capability for them to do this with iOS 8. So the key to security is to have a passcode lock on the phone and encrypt your backup. You should also set up the phone to erase automatically after 10 failed passcode tries.
