Q: Connecting and Disconnecting Continuously

When i try to plug my iphone in to my laptop it connects, then instantly disconnects then reconnects again and so forth. This means i cannot access it to add music and so forth. I have tried using different USB ports and i am using a genuine apple cable that does work when plugged into the wall. How can i get the iphone to connect?

iPhone 4, iOS 7.1.2
