I recently updated my 5s to iOS 8.3 and now the notification center only drops down half way and it's too big, i can only see the left half of the screen

Have you tried double tapping the screen with three fingers? It may be stuck in Zoom mode.

I have Zoom disabled in Accessibility options...
The notification looks like this.
Hold the lock button and home button until you see the apple logo, This will reload your phone and should solve the issue you are having!

I have done (The reset with holding home and off button down) before, and it works, but it slipped back to the weird problem after some amount of time. Hopefully it sticks this time. This did show up with the 8.3 update, hopefully they fix it in future updates.
It has *not* been fixed in 8.4
