My iPad was stolen yesterday. I can't use the Find my iPad app because its showing "NO DEVICES." I'm pretty sure I have turned on the option and tested it in the past. Is there a way that I can block the use of my device from the person who stole it?

Not if Find my iPad doesn't show it.
If you turned on Find My iPad in the past you should see the iPad listed in your devices. You can select it and send a lock or erase commend that will be executed as soon as the iPad comes online. Hopefully you also had a passcode on the device so the thief cannot open the iPad.
