No "Family Sharing" Entry Shown in iCloud Settings

Hi,

I set up family sharing a while back on all of our devices including my wife's iPhone 4s (running iOS 8.2). My wife now wants to share her location with the rest of the family, however when we go into iCloud settings on her phone there is no "Family Sharing" menu entry. We also can't find a "Share My Location" setting under iCloud settings or under Privacy/location services. Any ideas on what is happening here? All advice will be greatly appreciated.
