Touch ID "Failed" and won't allow set up

I have a 5s and a week ago the touch ID stopped working. If I go into the Settings, Touch ID & Passcode and turn on the "iphone unlock" (which I never turned off myself in the first place) it goes to the screen to set up the touch ID and then immediately moves to another screen that says: "Failed: Unable to complete Touch ID setup. Please go back and try again." I have updated to the latest OS 8.3 and still cannot turn it back on. Ideas?
