Do I need a Data Plan from phone company to use the watch?

I remember hearing that even if we forget our phone at home, we can still use the iwatch to answer calls and reply to texts. So, if the I watch only works within Bluetooth range of the iPhone, what difference does it have from previous generations? All iwatches do this now. Thanks. :)

The watch can use WiFi, in addition to Bluetooth, to handle calls and text. The new cellular watch can work away from the phone without WiFi.

Any Data usage generated by the watch is pulled from the iPhone , The watch is not a cellular device. IMHO
