I have the iPhone 5s and I do not want to use a credit card, so it won't let me download anything even when I sign out and turn off icloud

I Have tried all the links provided and followed the instructions provided. I absolutely do not want to enter any of my credit card information to download free apps or update my iPhone. The none option does not work, and I used a prepaid card with only a few dollars and it won't take that. I can't call apple for support bcuz apparently customers must pay for their support when paying over 700 hundred dollars or more for a device. Is there an actual way to get around this with a newer phone. if not I'm reporting this to the better business bureuA because I don't want my information in here. My iPhone 4s got stolen and I had crazy amounts of charges on my bank card that I couldn't do anything about bcuz I entered the information into my account.
