I restore my ipad and activate there is id error accured it says this id is not use for unlocking ipad ibought ipad new from china in safari shop but i live in pakistan i have original bill of my ipad plz unlock my ipad

Take it back to wherever you bought it to get your refund.

I already visit that company where i bought my ipad and show that every thing but they don't response me never returns amount and never give id and password... then please reply me what would i have to do ibought ipad from china (gaungzhu) i am from pakistan so plz give me address where i have to go....?
If you bought the iPad new and it's your account that it's locked to then you can try contacting iTunes Support and see if they will remove the iPad from the account : http://www.apple.com/support/itunes/contact/ - they are likely to want to see proof of ownership e.g. original receipt which has its serial number on it.
If the iPad was used and it's not your account then they won't be able to help, only the person whose account it's locked to will be able to remove the iPad from that account.

I don't know any numbers for Apple for Pakistan. What did the message say ?
