After fresh install: No bluetooth assistant on first start

I decided to sell my 24" iMac (2007) and switch to the latest 27 inch model, so I reinstalled Yosemite on the iMac by using a usb stick created with DiskmakerX. The installation itself completed without errors and the Mac comes up to language selection.

First I thought all is fine but then I tried to boot without keyboard and mouse (because I want to keep them) and it looks like that the bluetooth assistant won't appear. So I was not able to pair any bluetooth devices and had to connect a usb keyboard!

If the customer doesn't have any usb keyboard and/or mouse at hand he would not be able to complete setup... This would be really uncomfortable.

My question is now:

Has anybody the same problem? Is there a possible fix for that? Or did the Diskmaker something wrong when creating the boot stick?

Thanks

Thanks for the hint, but I can't get into the preferences from the setup assistant.

Since this is a fresh installation I thought all settings of the OS would be reset to defaults, also all bluetooth options.

Before I did the factory restore, I unpaired both, my mouse and keyboard from the system.

But now I MUST use a usb keyboard of any kind to continue the setup assistant.

Once on the desktop the bluetooth assistant is working normally - strange thing...

Just do be a bit more concrete: I mean the screen like the following.

It is normally displayed BEFORE the language selection appears.

I have the same issue on various iMac models while installing a fresh copy of Yosemite (10.10.3 14D131 and 14D136). I've tried installing this with DeployStudio and also directly from a created installer USB. In both cases the problem occurs: the iMac boots without USB devices and should start the Blutooth Assistant application, but it doesn't. So you have to connect an USB keyboard/mouse to proceed with the Setup Wizard.

There is no option to skip this setup and go directly into the preferences, since you have to create a new user first.

I've tried to delete the com.apple.Bluetooth.plist file in single-user mode but that didn't work.

Editting this preference file and add the values below also didn't give a solution.

<key>BluetoothAutoSeekKeyboard</key>

<true/>

<key>BluetoothAutoSeekPointingDevice</key>

<true/>

So the only option (workaround) is to connect an USB keyboard/mouse, complete the Setup Assistant and setup Bluetooth afterwards in the System Preferences.

Also when removing the user (including the users folders, plist, etc) and remove the .AppleSetupDone file to initiate the Setup Assistant after system restart brings us back to the same issue: the Bluetooth Assistant would not appear.
