Spam help

HELP me please

I have had a pop up appear saying it's from INTERPOL And to pay a £100 fine and so on and I can't get rid of it.

I have force quitted safari

restarted my mac

It won't let me reset safari or access and safari preferences

anyone have any ideas before it goes out of the window?
