Photo not removing photos after sync PLUS duplicates

Since moving to Photos from iPhoto, when I sync my iPhone to iTunes it won't remove the photos after I have synced (as I requested) but instead I have duplicates on my device. Anyone know how this has happened or how I can fix this? Thanks.

MacBook Pro (Retina, 13-inch, Early 2013), OS X Mavericks (10.9)
