I have an iPhone 5s (iOS8.3), when I open iBooks, it only shows the books in my library. There is no bar at the bottom showing "My Books : Featured : ... Purchased". My friend has the iPhone 6 and the bar is present. How do I fix this?

Go into Settings > General > Restrictions and see if you have the iBooks Store set 'off' - if you do then turn it 'on' and the tabs should then show in the iBooks app
I have the same question, but this is pertaining to my iPad mini 2 wifi. This issue started a couple days ago. I've deleted and reset my mini twice. Once with back-up content and again as new mini. My Restrictions are off. The tab is there, but not the content. It's completely blank.
