I have an iphone 4 on ios 4 and ive read if you go from a low ios like ios 4 to a newer one like ios7 it will somewhat break the software on the iphone. so is there anywhere where i can download ios 5 and ios 6 as separate files?

It won't break anything. You can't get iOS 5 or 6 only the latest version for your device.

I had an iphone 3gs and i updated it to the newest before and it kept restarting?
That doesn't mean it happens with all iPhones. It's perfectly safe to install iOS 7 on your iPhone (but backup before you do).
