Brand new iPad mini brand new Apple ID and P/W iMessage & Facetime will not work

New iPad Mini new Apple ID iPad set up apps download so ID works. But will not let me log onto iMessage or FaceTime just kicks me back to login screen ? Spoke to Apple support told it was a known issue with new ID's and engineers had been trying for weeks to sort it out. Support not at all helpful, can anyone here help
